Less plastic in world's oceans

Maybe plastic bags do decompose. Researchers surveying the oceans for plastic found less than expected. They studied 3,700 samples around the world, looking not just for pieces of plastic, but also at microscopic products of decomposure. They found the levels are not higher than in the 1980s.

Do we still have a crisis that requires Home Depot in Shoreline WA to charge for bags on $500 purchases?
